A review of lamp checks, coach departures and worker route requests finds a gap between the total in the public summary and the conditions recorded at the path between the market and north coach stop. The difference does not prove that anyone misstated the file. It shows what the public count leaves out: the last lamp check occurs before the final coach departure.
The lamp checks, coach departures and worker route requests lists 81 late departures with a lit path confirmed at both ends; the previous window lists 84. Sera Voss checked both against service hours compared with arrival records from the same window. The source was checked against a second copy held by Adrian Veil. No dated correction to either copy was present when the comparison closed.
The city counts scheduled checks. Workers ask for a final check aligned with the last departure. The office has not supplied a separate measure that would settle the disagreement, so the two explanations remain competing accounts.
This report supports a narrower finding: the count is repeatable, but it is not enough to decide how a worker confirms a safe route after the lamp check has ended.
Residents and workers submit accounts before the hearing closes. The Year third, fog season window 2 file remains open for its scheduled decision. The route office will move one lamp check to the final coach window.
