A review of room hours, request slips and staff handoff notes finds a gap between the total in the public summary and the conditions recorded at the reading room at West Veil Library. The difference does not prove that anyone misstated the file. It shows what the public count leaves out: the staff handoff overlaps the only quiet hour for readers on the late schedule.

The room hours, request slips and staff handoff notes lists 71 requests filled during the hours printed on the door; the previous window lists 69. Adrian Veil checked both against dated handoffs followed from dispatch to the last public stop. The source was checked against a second copy held by Sera Voss. No dated correction to either copy was present when the comparison closed.

The calendar counts the room as open. Readers say a room without a staffed request desk is not full access. The office has not supplied a separate measure that would settle the disagreement, so the two explanations remain competing accounts.

This report supports a narrower finding: the count is repeatable, but it is not enough to decide how public reading hours are counted when no desk attendant is available during a handoff.

Anew review window opens with a current date and a named record keeper. The Year fourth, early thaw window 2 file remains open for its scheduled decision. The library will record room hours and staffed request hours separately.
